Two decades of HUD procurement, built by people who know it

International eProcurement LLC was founded in 2014, but the company’s roots go back to 2002 and Housing Agency Marketplace. Larry Hancock and Valerio della Porta started the company to help housing agencies and vendors handle the bid process electronically, instead of by fax and paper.

Larry brought a background in entrepreneurship and sales, including years of company-building before Housing Agency Marketplace. Valerio brought deep technical expertise, including work on some of the earliest internet-based procurement systems built in the United States.

Housing Agency Marketplace operated under Procurement Assistance Software and Support, LLC starting in 2004, then under International eProcurement LLC after the 2014 rebrand. The company is based in Las Vegas, Nevada, remains 100% privately owned, and both founders are still involved in day-to-day operations.

Four chapters since 2002

  1. 2002

    Housing Agency Marketplace founded

    Larry Hancock and Valerio della Porta found the company, focused on helping housing agencies and vendors communicate electronically through the bid process instead of by fax and paper.

  2. 2004

    Procurement Assistance Software and Support, LLC formed

    A dedicated entity is formed to provide web-based procurement software to public, private, and not-for-profit organizations across the country. Housing Agency Marketplace operates under this umbrella.

  3. 2014

    Rebrand to International eProcurement LLC

    The company rebrands as International eProcurement LLC, bringing Housing Agency Marketplace and the newly formed USA Buyers Marketplace under one parent. Core values carry over unchanged.

  4. Present

    Two marketplaces, one team

    Housing Agency Marketplace continues under active development. USA Buyers Marketplace is in development, extending the same procurement expertise to public and private sector buyers outside the housing agency sector.

Who runs it

Larry Hancock

Managing Partner · Las Vegas, NV

Larry Hancock has built and sold multiple companies since founding a rare coin and jewelry business in 1975. He ran Movie Warehouse as President and CEO from 1986 to 1989, growing it to 12 company-owned stores and 21 franchise locations before selling the business.

In 1997 he co-founded PurchasePro.com, an e-commerce procurement company that went public in 1999. He served as Senior Vice President of Sales and Marketing, then Senior Vice President of the Supplier Diversity Program, before leaving in 2000.

He co-founded the company that became Housing Agency Marketplace in 2002 and has run it since, now as Managing Partner of International eProcurement LLC.

Valerio della Porta

Chief Technology Officer · Detroit, MI

Valerio della Porta has spent his career in information technology, leading development teams and managing production systems across multiple companies. He became a Lotus Business Partner and an IBM development partner for the AS/400 platform in 1996.

That same year, he built one of the first internet-based procurement systems in the United States, for Wayne County, Michigan, years before web-based procurement was standard practice.

He co-founded the company that became Housing Agency Marketplace in 2002 and has served as its Chief Technology Officer since, building and maintaining the platform it runs on today.

Ryan Smith

Chief Operating Officer · Atlanta, GA

Ryan Smith spent more than 25 years building and securing infrastructure for banks, law firms, financial services companies, and critical infrastructure operators.

Most recently he was Lead System Engineer at Colonial Pipeline, operator of the largest refined products pipeline in the United States, where he ran identity and security operations across a 15-domain environment under strict regulatory oversight. Before that, he spent twelve years as an infrastructure engineer at the global law firm King & Spalding, supporting more than 2,000 users across four data centers and leading the firm's first move to cloud-based identity.

At International eProcurement, Ryan is Chief Operating Officer, responsible for operations, internet marketing, and business automation across Housing Agency Marketplace and USA Buyers Marketplace.

Hayes Hancock

President · Las Vegas, NV

Hayes Hancock joined Housing Agency Marketplace in 2017, focused on sales and company management. He studied business at the University of Kentucky before moving to Las Vegas in 2021 to help lead the family business.

As President, he leads sales for the Marketplace, building relationships with housing agencies and vendors across the country.

William Gray Hancock

Vice President · Las Vegas, NV

William Gray Hancock joined International eProcurement in June 2024 to help lead Housing Agency Marketplace, the family business founded in 2002. He came to the role from property management at Ovation Properties in Las Vegas, where he managed HUD properties and new-development solar projects.

He studied architectural technology in college, where he also owned and operated a security and technology business serving more than 70 clients. He moved to Las Vegas in 2020.
